Report on the Statutory Public Consultation on the Proposed Merger of Easton College and Otley College

A public consultation took place between 6 February and 6 March on the proposed merger of  Easton College and Otley College.

The consultation report is now available to read.

This merger is being taken forward in a transition period between the current legislation and regulations that determines the process for the establishment and dissolution of college corporations and the new legislation and regulations.

The next step for Easton Corporation and Otley Corporation is to consider the issues raised through this consultation. Should both Corporations decide to continue with the proposal to merge, and form a new Corporation, then both Corporations must write to the Secretary of State (SoS) seeking his approval to establish a new Corproation. This request should take the form of a formal Final Proposal that addresses the issues raised through the consultation, and adheres to the requirements set out in New Challenges, New Chances.

Report on the statutory public consultation on the Proposed Merger of Southwark College and Lewisham College

A public consultation took place between 20 January and 21 February on the proposed merger of  Southwark College and Lewisham College.

The Education Act 2011 comes into force on 1 April 2012.  When the enabling Regulations come into force on 22 April 2012, College corporations wishing to dissolve and transfer their property, rights and liabilities to an existing Corporation, can do so following a full public consultation, taking account of representations and publishing the outcomes of the consultation. 

This report is therefore being published in a transition period. The next step will be for the Colleges to publish a joint report including the summary of the responses, the individual consultation responses, their analysis of the responses, a detailed statement of how the responses have been taken into account, conclusions, and a recommendation for going forward. 

If the decision is to dissolve, Southwark College must publish its decision at least one month prior to any actual date of dissolution. The Corporation of Lewisham College will need to formally resolve to receive the property, rights and assets of Southwark College.

Skills Conditionality Public Consultation  

On 9 December 2010, the Department for Work and Pensions (DWP) and the Department for Business Innovation and Skills (BIS) launched a consultation, regarding implementation of skills conditionality which lasted for eight weeks. The consultation ended on 3 February 2011.

The Government response is now available.


Joint Audit Code of Practice Consultation

Joint Audit Code of Practice Part 1 - now closed

The Young People’s Learning Agency and the Skills Funding Agency jointly issued a revised Part 1 of the Joint Audit Code of Practice, for consultation in November 2010. The changes to the version previously issued earlier in 2010 following wide consultation were minor and mainly reflect the implemented changes in respect of 16-19 funding. Following the consultation period on the revised Part 1 it has now been issued in final form and is effective from 1 August 2010.
