Guidance note 4 clarifies how the Skills Funding Agency will implement the freedoms and flexibilities for colleges, training organisations and employers announced by John Hayes on 17 June 2010. It includes the Agency’s proposals for the transfer of £150m from Train to Gain to Apprenticeships and articulates a new approach to our relationship with, and performance management of, colleges and training organisations.

This guidance note is the third in a series of Skills Funding Agency communications to the sector. This will inform ongoing discussions between colleges and training organisations and shadow Skills Funding Agency account management teams, as part of the funding allocations process for 2010/11.

The note covers funding policy changes for 2010/11, including:
Changes announced in the Skills Investment Strategy 2010 -11 published by the Department for Business, Innovation and Skills in November 2009;
Changes previously announced and planned for implementation in 2010/11;
Further changes and clarification resulting from development of policy during 2009/10.

The changes will be incorporated into the Skills Funding Agency’s Funding Guidance for 2010/11.
