Funding Rules 2013/2014

We published the first version of the Funding Rules 2013/2014 in January 2013. Version 2 of the Funding Rules 2013/2014 is now available; we have clarified the rules that providers gave us feedback about. We have published Version 2 of the Funding Rules in two formats.

  • The first format of Funding Rules 2013/2014 is a standard PDF format that can viewed on a range of platforms, such as PCs, iPads to e-readers, and can still be printed if required.
  • The new second format of Funding Rules 2013/2014 is an interactive Adobe® Flash® online document with links to evidence requirements and other sections within the rules.
  • A companion document listing the main revisions from Version 1 to Version 2 is also available.

The Funding Rules reflect policy changes already announced in the Skills Funding Statement 2012-2015 and support the simplified funding system that will be in place from August 2013.

In January, Keith Smith, National Executive Director Funding and Programmes, wrote a letter to the sector introducing the funding rules and explaining the work that we will be doing to help the sector in their understanding of the changes.

The Funding Rules have been written in plain English and received the Crystal Mark. This represents a significant milestone. It will help the sector to understand what we require them to do in order that we can fund them. We are committed to the use of plain English in all of our communications with you.

Further Amendments to Funding Rules 2012/13 (January 2013)

Following announcements in the Skills Funding Statement 2012-15, we have issued a small number of further amendments to the Funding Rules 2012/13 in the form of an Addendum, shown below.
 
These amendments relate to additional funded learning aims:

  • for learners in receipt of Jobseeker's Allowance (JSA) or Employment and Support Allowance (ESA) in the Work-Related Activity Group (WRAG)
  • in English and maths.

Amendments to Funding Rules 2012/13 (November 2012)

Following the publication of the Funding Rules 2012/13 - Final Version in July 2012 we have continued to work closely with the sector to ensure that our rules are clear and appropriate to the needs of learners. As a result of some specific feedback from the sector, we have issued a small number of amendments and clarifications to the Funding Rules 2012/13 in the form of an Addendum and Accompanying Note, both of which can be found below.

Funding Rules 2012/13 - Final Version

On 30 July, the Agency published the final version of the Funding Rules 2012/13 .  It is an update of Version 2, published in May 2012 which incorporated, for the first time, principles of evidence and an outline of evidence requirements in each section. This final version of the document includes a number of clarifications to the evidence requirements made as a result of feedback received from providers during June and July.

A Revisions document  has also been produced which sets out the revisions made between Version 2 of the Funding Rules document and Version 3 of the document.

The Agency is continuing to work with the Education Funding Agency on how these evidence requirements can be streamlined across the entire further education system.

Following continued provider feedback, we have also included a small number of further clarifications to the Funding Rules. These have not added anything new in terms of rules, but respond directly to requests for additional clarification, which have been cleared by the sector through the Funding External Technical Advisory Group.
