What is the Register of Training Organisations?
The Register has three distinct purposes for the Chief Executive of Skills Funding:
-
to confirm the organisations with an existing funding agreement are suitable for us to continue to fund
-
to provide the Skills Funding Agency with a list of organisations that are eligible to be selected to be invited to tender for the provision of education and training services
-
to enable the Skills Funding Agency to identify which subcontractors (organisations who do not hold a direct contract) prime contractors need to be asked to undertake a higher level of due diligence, monitoring and review on.
The Register of Training Organisations is open periodically throughout the year. The Due Diligence Assurance Gateway for the Register of Training Organisations reopens on 31 January 2013 and closes on 1 March 2013 at 5.00pm .
In order to be eligible to receive funding from the Chief Executive, providers must be entered on the Register. Entry on the Register does not automatically entitle a provider to funding, but it means that they will be eligible to be invited to compete for future funding opportunities.

Due Diligence Assurance Gateway
In order to be included on the Register, organisations are required to pass a Due Diligence Assurance Gateway.
Organisations need to complete the Due Diligence Assurance Gateway if one or more of the following apply:
-
they have an existing funding agreement with the Chief Executive for the delivery of education and training
-
they want to be selected to be invited to tender for education and training provision being commissioned by the Chief Executive
-
they are a subcontractor holding contracts with an aggregate value of £100,000 or above per annum.
The Due Diligence Assurance Gateway can be located at the e-tendering portal https://skillsfundingagency.bravosolution.co.uk/.
Please note that organisations that have previously successfully completed the Due Diligence Assurance Gateway process and are listed on the Register of Training Organisations do not need to complete the process again, unless they have been notifiedotherwise by the Agency.

Entering the Register
Providers must ensure their company name details are maintained and kept accurate as this will be the name which appears on the published Register.
Change to staffing arrangements
The email address registered on the e-tendering portal will be how we communicate with you. So it is your responsibility to ensure that the email address is spelled correctly, accessible and belongs to a member of staff who will monitor it.
Out of the office on a regular basis?
There may be instances where you are required to respond to messages within a short time period, if you are not always able to access your email inbox; it is a good idea to add colleagues’ e mail addresses to your profile to ensure someone is available to respond. It is your responsibility to ensure your contact details on the e-tendering portal are managed effectively.
Before you start your application
-
Late submissions will not be accepted after the Due Diligence Assurance Gateway has closed.
-
If you are applying to enter the Register of Training Organisations for the first time, you will need to ensure you are registered with the
UK Register of Learning Providers (UKRLP) and have a
UK Provider Registration Number (UKPRN) .
-
The name of your organisation must be entered on the Register exactly the same as it appears on the UKRLP. Where the organisation name does not match your application to the Register, it will not be evaluated and you will fail the Due Diligence Assurance Gateway Process. Only providers who have a current UKPRN will be accepted on the Register of Training Organisations.
-
Please ensure you read the
guidance on financial health along with the additional financial information on the Agency’s website. As administrators of public funding we will only contract with providers and organisations who can clearly demonstrate they are financially robust.
-
Ensure you check all answers thoroughly before submitting your online questionnaire; no changes can be made to the online questionnaire after the closing date. We cannot accept additional information oafter the Gateway closes.
-
There is no right of appeal against the Skills Funding Agency’s decision if you have been unsuccessful with your application.
-
Successful entry onto the Register of Training Organisations does not guarantee a contract – it gives you the opportunity to be invited to compete in future invitations to tender by the Skills Funding Agency.
